The C.R.A. (Community Reinvestment Area) prevents Clermont County from charging R.E. tax on the improvements to your property(= the value of your house) for 15 year.
Note: the R.E. tax bill from the Clermont County Treasurer is only on the value of your lot (approximate $50,000 value). That R.E. tax bill is sent to your mortgage company and is paid out of your mortgage escrow account.

The PILOT agreement when you purchased your property was that you would have to pay the Village of Batavia 50% of the abated R.E. tax savings. You have received a bill for the PILOT from the from the Village.  Even after the PILOT payment, you are still saving a lot of money.
